The ToGETHER Program

The “Towards Greater Effectiveness and Timeliness in Humanitarian Emergency Response” Program, in short ToGETHER, is a collaborative initiative dedicated to advancing the localization of humanitarian action. Operating in eight countries, including Bangladesh, Colombia, DR Congo, Ethiopia, Indonesia, Myanmar, Pakistan, and Somalia, the program involves 40 local humanitarian partners and four international consortium partners from Germany (Caritas Germany, Deutsche Welthungerhilfe, Diakonie Katastrophenhilfe and Malteser International).

Funded by the German Federal Foreign Office, the program aims to strengthen institutional and operational capacities, advocates for local leadership in the humanitarian system, and facilitate cross-border learning and knowledge exchange.

ToGETHER strengthens the leadership of local humanitarian actors in decision-making and coordination.

Capacity Sharing

ToGETHER enhances the skills of local actors through training, mentoring, and peer learning.

Flexible Funding

The Humanitarian Operation and Innovation Facility (HOIFA) provides local actors with flexible, timely funding for humanitarian responses.

Advocacy

Through international networking, advocacy, and knowledge-sharing, the program amplifies local voices and their influence in humanitarian decision-making and policy shaping.
